“This ticket is simply an abuse of the parking enforcement’s power. I was in a lot with the correct decal, in a space that always has a car in it. There is no ‘NO PARKING ZONE’ sign. I realize that appealing is just a waste of time, so enclosed is a check for $15 plus the $5 envelope you sent me. Thank you. -ER”
